At First High School, students are divided into two groups according to their academic performances. The "Bloom," who demonstrate the highest grades and the "Weed," who have a poor academic record. This spring, a very peculiar pair of siblings enrol as new students. The brother is an under achiever while his younger sister is an honor student. Ever since these two have entered through the gates of this prestigious school, the calm campus begins to change.

Tatsuya Shiba

A first-year at National Magic University Affiliated First High School. Although his score for the written portion of the entrance exam is off the charts, he just barely manages a passing grade in the Practical Skills exam due to "a certain deficiency" of his. He enrolls as a student in the Course 2 curriculum, commonly ridiculed as "Weeds". He is a member of Class 1-E. He is skilled in tech-oriented fields, such as designing CADs.

Miyuki Shiba

Tatsuya's younger sister and a member of Class 1-A. Enrolling into First High School with top scores, she is an extremely talented magician. She stands out for her combination of beauty and talent even amongst the elite members of the Course 1 curriculum known as the "Blooms". She has a severe brother-complex. Adept at Freezing Magic.
